Michael Fleming
Michael Fleming is a senior defense and technology executive with over 29 years of international leadership experience spanning R&D scouting, government contracting, and cross-theater operations. A U.S. Army veteran, Michael has led critical programs across five continents, working at the intersection of military acquisition strategy, advanced technologies, and innovation ecosystems.
Most recently, Michael served as the Director of the U.S. Army’s International Technology Center – Mediterranean, overseeing science and technology engagement across 14 countries. In this role, he connected foreign researchers and companies with U.S. Army modernization missions, facilitating cross-border collaboration and technology transition using advanced acquisition authorities like OTA and FCT. He previously served as Commander of the Defense Contract Management Agency in Israel, where he directed oversight of over 800 defense contracts totaling $2.3 billion, including key programs like the F-35, Toplight, and T-28 systems.
Earlier in his career, Michael was the Deputy Chief of Staff for Operations at the U.S. Army Combat Capabilities Development Command (CCDC), where he supervised global S&T teams serving combatant commanders and aligning rapid innovation efforts across 17,000 personnel worldwide.
His expertise includes venture-style program design, defense innovation engagement, and acquisition program management at scale. He is certified at the highest levels in both Program Management and Science & Technology Acquisition, and holds multiple advanced degrees including a master’s in National Security Policy and a master’s in Engineering Management. He is currently completing a PhD in Engineering Management.
As Managing Director of MNF Global Solutions, Michael now advises innovative companies and funds on how to enter and grow within defense markets, bridging technology, strategy, and government funding pathways.
